September hands crypto two deadlines in the same week

September hands crypto two deadlines in the same week
Summary

- On 15 September the Senate votes on whether to begin debating the CLARITY Act, not on the bill itself.
- From 9 September the Treasury expands its long-end buybacks, extending the mechanism behind August's rally.
- Prediction markets last put 2026 passage below 20 percent, down from a high of 58 percent.

The month opens with monetary policy, not lawmaking

From 9 September the US Treasury doubles its long-end liquidity buybacks to at least $4bn per operation, running through early November.

That announcement is precisely what pushed long-dated yields down in August and set crypto moving. Its implementation lands in the same week the Senate returns from recess on 14 September.

The month’s fixed dates in order.

The distinction is constantly lost. The vote is on the motion to begin debating the bill at all, which needs 60 votes, and not on passing it.

If the motion fails, the bill is effectively finished for 2026. If it succeeds, negotiators have roughly two weeks to settle the open fights over ethics rules, law enforcement provisions and stablecoin yield, then find 60 votes for actual passage and start reconciling with the House text passed 294 to 134 in July 2025.

Brian Armstrong called the delay disappointing on 7 August while welcoming the commitment to bring the bill up in September.

How the market prices the odds

Expectations have swung repeatedly this year. Polymarket odds on 2026 passage climbed to a record 58 percent before falling back below 20 cent.

20 per

An XO Market contract priced the chance at 19.5 per cent on 19 August. Galaxy puts 2026 odds near 10 per cent, and time is tightening as campaign season starts and the Senate moves to state work periods in October.

If the procedural vote fails, reintroduction in the next Congress and therefore 2027 comes into view. The compressed calendar before November’s midterms leaves almost no room for a second attempt this year.

Not everyone expects a large price reaction either way. Greyscale frames the bill as legal clarity rather than a growth driver, on the view that US motivations centron theon domestic market dominancper cent

The exposure is uneven across the market. Exchanges, brokers, custodians and listed crypto companies are the ones whose compliance planning and capital raising hinge on the outcome, while Bitcoin itself is the least directly affected asset on the board.

Rates, data and a month with a poor record

The Federal Open Market Committee meets in the same mid-month window. Futures markets have been pricing a near-even split between a hike and a cut, which is its own statement about the uncertainty.

August payrolls follow, alongside the SEC’s running comment period on Regulation Crypto Assets. In Europe, trilogue negotiations on the digital euro continue, with the ECB still holding out for an end-2026 adoption as possible.

History does not favour the month. CoinGlass data puts Bitcoin’s average September return at 3.08 per cent, the median since 2013 sits near minus 3.12 per cent, and none of the last three midterm years delivered a positive August or September.

The last outright negative September came in the 2022 bear market. August 2026 has already broken its half of that pattern.
